From what I understand by reading chapter 1 of Romans beginning at verse 21 through 32, God gave up on those that were indulging in gay activities and gave them a reprobate mind to do those things which were not convenient. Paul then listed many of those things that constitute a reprobate mind. Read verse 28 and correct me if I'm reading too much into it.
2nd note--Gay preachers hate this chapter--how plain can these Words of God be!
This verse could include all sinners,and not just gays.
