Mat 18:17 And if he shall neglect to hear them, tell it unto the church: but if he neglect to hear the church, let him be unto thee as an heathen man and a publican.

On the other hand, it is a command that if the individual has been approached through the proper steps and continues against the "word of this epistle", that the body is to "have no company with him".
