Most of Jerimiah's prophesies have been of Judah going to Babylon. In verses 4 it also mentions those of Israel, the ten tribes. JFB states that at the time Judah is restored from Babylon, there may have been a remnant of Israel that was restored back into the land, but that the major return will be at the return of Christ. Those nations that oppressed the Jews will at that time be judged by God and what a judgement!
