In this chapter God tells Ezekiel that those of the exile are so far gone that even Noah, Daniel, or Job could only save themselves and not the people. The reason being the worship and belief in idols and false gods was so embedded in their hearts that they would never go back to God.
As we have taught so many times there will be a remnant throughout history that have been faithful to God. So it is with the judgements of chapter 14.
