In the first of the Chapter 21 we find a prophesy of the future King. As Luke is giving a parable of the vineyard he brings up the son of the owner is sent to the husbandmen. He is beaten and killed.
This is fulfilled in Christ. Then is verse 17-18 Christ is refered to as the stone which the builders rejected becoming the head of the corner.
During the Kingdom, Christ will rule with a rod of iron. Rebellions will not be allowed and the worship of God will prevail.
