The prophet, Habakkuk, is wondering profusely why justice has not been served because the wicked are flourishing even in the city of the Lord. God replies and the people of God were asked to behold what was happening to the nations. That work of God was so amazing that even though they had been warned, they would not believe it unless they see it firsthand. The people believed that God would never bring upon them the judgement Habakkuk had prophesied because God was their God. The judgement came in the form of an army swift as a leopard and as fierce as wolves. God had raised up the Chaldeans to correct the wickedness of Judah.
