The first three verses contains the last appeal to the people to consider their ways. They were to seek meekness or better understood as humility not towards man but towards God. They were to humble themselves before the mighty hand of God. They were to seek the way of the Lord and that was to seek righteousness. Those faithful ones would be hid in the Lord and that is what Zephaniah's name meant, the Lord hath hid. In Psalms it says, "in the time of trouble, He should hide me."
This book also showed that there will always be a remnant of faithful ones existing.
