Genesis 42:23-24 -- "And they knew not that Joseph understood them; for he spake unto them by an interpreter. And he turned himself about from them, and wept; and returned to them again, and communed with them, and took from them Simeon, and bound him before their eyes."
Reuben, the firstborn, had attempted to save Joseph's life and deliver him to Jacob. The next oldest brother, Simeon, was therefore the oldest responsible brother at the time of Joseph's distress. We see then why Simeon was selected by Joseph to be left bound in Egypt.
Ultimately, however, we know that it was all in accordance with Yahweh's plan and purpose with Joseph.
