What does it mean in ch2:15 "which show the work of the law written in their hearts?"

I take as this: There were and are certain "moral" people that know that certain things are wrong. For example, across history murder, rape, theft has been considered wrong and yet this was derived by them, not by the Law, but by realizing that there has to be certain rules to live by in order to live in safety and peace. They know/understand in their hearts that certain things are wrong, even without them having the Law of God. Think also of Pharaoh and Sarah, Abimilech and Rebekah.
