It would only be through God's persuasion that the people give up their possessions to the Hebrews. They also saw the power of God through Moses and that had to weigh heavy on them. It is possible that they felt that the Hebrews were owed wages for all their work during slavery. I doubt there is much weight in that theory. Verse 3 is probably why they gave their possessions," for Moses was very great in the land of Egypt."

Makes me think that in the kingdom, the nations will probably be persuaded to ship valuables to support/build, with the ships of tarsus carrying them.
