In Ex.20 God gives the Hebrews the Ten Commandments verbally through Moses. They stood near the mount and knew that God was talking with Moses. The Hebrews did hear the trumpets and the thunder, and saw the lightening. In vs. 19 they were afraid for God to talk to them, lest they die. This is the first deliverance of the Ten Commandments. God states that,"ye shall not make with me gods of silver, neither shall ye make unto you gods of gold." The second deliverance of the Ten Commandments is in Ch. 32 when Moses brings the tablets down from the mount Sinai. The people have already turned from God to worship a calf of gold. As a footnote, I don't think that the scriptures say that on the tablets were the Ten Commandments, it says that they were "tablets of the testimony".
