What does the wine represent, being poured out? At first I though maybe judgement on the wicked, like the vials being poured out. But then it appears the wicked are trying their best to get to even the dregs, the remnants of the last of the bottle. Any ideas?

Chapter 75 was probably written after the death of Saul. David is ascending to the throne. He is putting his trust in God. However there are those that oppose him. David reins the first six or seven years in Hebron because not all the tribes accepted him, there is a steady transition of tribes joining him, and he moves to Jerusalem.
There was always those that opposed him. The analogy of the wine may have been his friends and enemies all drank from the same glass but his enemies devoured the dregs which means they will prosper for a while then decline into punishment for their behavior.
