It is my understanding that God was saying to the children of Israel that "Ye are gods" because they were given a knowledge of the God of the universe. He entrusted to Israel His Name and they were chosen out of all nations to bear His Word and be His people. It was only to Israel that anyone on Earth was to turn to, to learn of God. Therefore with that privilege Israel could bear that phrase "Ye are gods". It is possible that that phrase refers to the elders or the priestly class.
