In the last verse of chapter 39, Moses looks upon all the work that was done. It was done according to all that Yahweh commanded. Moses was the judge and it is possible that some things had to be corrected or replaced, but at the end all was as God had commanded. Then Moses blessed them. It was an outstanding moment of joy.
