There were two "smiting of the rocks".
The first one recorded in Ex 17 was in Horeb, in the wilderness of Sin, before the law was given. The second was this one in Numbers 20, nearly 40 years later, at Kadesh, in the wilderness of Zin, which was 150 miles north.
Moses was commanded to strike the first rock. Christ (the rock), died unto sin once (being struck by the Law of Moses, the rod). Moses was commanded to Speak to the second rock, not smite it.
Why is this important? In the type. The first smiting represents Christ's body broken on the cross and all its significance. This happened at the beginning of the 40 year wandering, which represents our probationary period. At the end of which, Christ returns, and then the righteous will enter the promise land. This second appearing of The ROCK must not be struck. For he died once, otherwise it would be as it says in Heb 6:6 "....seeing they crucify to themselves the Son of God afresh, and put him to an open shame." Those will not enter into the promise land.
