v5 It is better to hear the rebuke of the wise, than for a man to hear the song of fools. most try to stay away from rebuke whether on the giving end or receiving.
1st tim 5v20 Them that sin rebuke before all, that others also may fear.

So how does one rebuke without offending, with the hope of bringing that person back? What would be an example of rebuking "before all"?

well to me if I sin lets say marry into the world , and you rebuke me in front of all and I except it humbly , two things have been accomplished ,I show my repentance to all and every one else is shown the clear cut scriptural command to marry only in the LORD , on the other hand if I am not repentant I will probably be offended and walk away posibbly to return more humbled later . some things onle known to one bro or sis matt 18 would apply and would be done privately , 1st tim 5 I think applies to open sin , it could apply to many things but should be done with love.
