are these the only ones who received the holy spirit before baptism? usually the apostles had to lay hands on them and give them the holy spirit didn't they?

The Spirit Before Baptism.—A. Z.—You think it strange that there was an out-pouring of the Holy Spirit upon the company assembled in the house of Cornelius before they were baptised (Acts 10:44–48). If you have the object in view, the strangeness will vanish. It was that God might stamp with His own approbation the offer of life eternal to the Gentiles, with whom, as Peter said, it had been till then unlawful for the Jews to mingle. That this is the view Peter took of it is evident from the next chapter, verse 17. The out-pouring of the Spirit on these Gentiles did not displace their water baptism, for that was the very first thing that Peter commanded (10:47). And it was not intended to deny the hopelessness of their position as Gentiles, which Paul affirms (Eph. 2:12): it was to sanction their invitation into the way of hope (11:14.) And God fore knew their entrance therein: it was an anticipatory act, like Ananias addressing Paul as “brother” before the act of immersion (9:17). 1897 The Christadelphian: Volume 34. 2001 (electronic ed.)
