God used Babylon to punish Israel for their sins as well as all the nations in the Middle East. They were the heathen and desolation was the consequence of what Israel did. After Babylon accomplished God's purpose, desolation came upon Babylon by the Medes. Destruction of children was mentioned in verses 16 & 18, not being spared the punishment upon Babylon.
