First Caleb was certainly blessed for his report of the promise land. He was in his forties during the time of the spies, and now he is 85 and has the energy of a forty year old. He was wonderfully blessed for being God's servant.
Dividing up the land was a difficult job, but God had prepared a process that would be Devine. It would include 9 1/2 tribes to be placed in the land and 10 chiefs were appointed commissioners and a joint superintendency of two being Joshua and Eleazor the High Priest. One was for religious purposes and the other for military and civil authority. Lots were cast for tribes and their appointments, and then the ten chiefs worked with individuals. God worked out the big stuff and the rest was left to chiefs.
