Heb 11:7 By faith Noah, being warned of God of things not seen as yet, moved with fear, prepared an ark to the saving of his house; by the which he condemned the world, and became heir of the righteousness which is by faith.
Moses condemned the sinfulness of others by obeying God's word. It was a moral condemnation. All the prophets and anyone who obeys God's word do the same.
So when it says in Romans 8:3 For what the law could not do, in that it was weak through the flesh, God sending his own Son in the likeness of sinful flesh, and for sin, condemned sin in the flesh:
Is this the same thing? Does this mean all he did was morally condemn the sinfulness of others? If that was the case, why the necessity of being made "in the likeness of sinful flesh"? His nature wouldnt have mattered then, only the act of obeying God.
The verse from Roman's isn't saying that he just condemned the moral actions of others. It is saying he condemned the Sinful Flesh within himself. That's why it was necessary that he have it. That is why it was necessary that he Die. "Having died, the law of sin and death had obtained all it could exact of him, and then, because of his righteousness, he was raised from the dead." He therefore destroyed the power of sin and death and was freed from it.
