Chapter 3, Verse 9: "And he said, Who are thou? And she answered, I am Ruth thine handmaid: spread therefore thy skirt over thine handmaid: for thou art a near kinsman."
The margin of my Bible has this verse as: "...spread therefore thy skirt over thine handmaid: for thou art one that hath right to redeem."
I'm not exactly sure which verse this is best referenced to in the law, but Deuteronomy 25:5 and Numbers 27:11 seem to fit.
Deut 25:5 -- "If brethren dwell together, and one of them die, and have no child, the wife of the dead shall not marry without unto a stranger: her husband's brother shall go in unto her, and take her to him to wife, and perform the duty of an husband's brother unto her."
Num 27:11 -- "And if his father have no brethren, then ye shall give his inheritance unto his kinsman that is next to him of his family, and he shall possess it: and it shall be unto the children of Israel a statute of judgment, as Yahweh commanded Moses."
