Look on verse 3 of chapter 51 where it speaks of "he will make her wilderness like the garden of Eden." Does this mean the entire world will be transformed like the garden of Eden or is it just Israel?

It seems that it might depend on the people of the nations themselves, in Zech 14:17 we read "it shall be that whoso shall not come up of all the families of the earth unto Jerusalem, to worship the King, the Lord of Hosts, even upon them shall be no rain." But as for Israel it will never not be like the garden of Eden and for the nations that rejoice with Jerusalem it says in Isa 66 that "Rejoice for joy with her, all ye that mourn for her, that ye may suck and be satisfied with the breasts of her consolations: that ye may milk out, and be delighted with the abundance of her glory" We have a type of that today in Gen 12 "I will bless them that bless thee, and curse him that curseth thee.
