Verse 15: "Whereas thou hast been forsaken and hated, so that no man went through thee, I will make thee an eternal excellency, a joy of many generations."
This is one of many prophecies of Israel's future deliverance and transformation into a nation of prosperity and peace. We see a similar prophecy in Zechariah.
Zechariah 8:20-23 -- "Thus saith the Yahweh of armies; It shall yet come to pass, that there shall come people, and the inhabitants of many cities: And the inhabitants of one city shall go to another, saying, Let us go speedily to pray before Yahweh, and to seek the Yahweh of armies: I will go also. Yea, many people and strong nations shall come to seek the Yahweh of armies in Jerusalem, and to pray before Yahweh. Thus saith the Yahweh of armies; In those days it shall come to pass, that ten men shall take hold out of all languages of the nations, even shall take hold of the skirt of him that is a Jew, saying, We will go with you: for we have heard that Elohim is with you."
